By the Advisory Panel on Humanitarian Action
The Panel is an independent, time-bound collective of Global South and Global North leaders, supported by NEAR and ODI Global. Members include civil society leaders, former UN officials, government advisors, and experts on financing and crisis response.
This paper brings together the Panel’s collective reflections, shaped over the past year through several connected strands of work. These included research on humanitarian legitimacy, thematic work on financing and data, country deep dives in a small number of crisis contexts, and dialogues with local and national humanitarian leaders across the Global South. The Panel secretariat will publish further papers on these topics in due course.
The Panel used these different sources to test the ecosystem approach against real experience, sharpen the areas where change is most needed, and understand where the argument becomes more difficult or contested. The recommendations are the Panel’s considered conclusions, grounded in the research and conversations undertaken and intended to be tested and adapted in practice.
