At NEAR, we are committed to driving transformative change within the global aid system by leveraging the collective voice of our members. We strive to amplify influence on decision-making at the national, regional, and international levels through advocacy, networking, and communication. Our strategic initiatives advocate for the integration of Global South perspectives into global strategies, fostering a more inclusive and equitable humanitarian response.
We use evidence-based research to guide our advocacy agenda and create targeted advocacy campaigns. NEAR influences international institutions and processes, INGOs, regional bodies, and government donors to advocate for policy changes that introduce new ideas and rebalance power. This gives space for local and national actors in the Global South to exercise their voice and agency to effectively respond to the needs in their communities.
How we do it:
Policy notes and frameworks: We develop comprehensive policy notes in collaboration with NEAR members to support our collective advocacy efforts. NEAR's Localisation Policy, the Definitions Paper on Global South local actors, and the Localisation Performance Measurement Framework, offer a strong foundation for our advocacy work.
Policy engagement: Our team actively engages with policymakers and major donors through consultations, submissions, and collaborations. We provide the expert insights and real-world perspectives of our members to influence policy development and implementation, ensuring that the needs and experiences of Global South local NGOs are central to decision-making processes.
Engagement in International Aid Systems: NEAR actively participates in international humanitarian system spaces, such as the Grand Bargain (GB), the Inter-Agency Standing Committee (IASC), and the Platform Advisory Group (PAG) for the Country Based Pooled Fund (CBPF), Our advocacy at key international events, such as the UN General Assembly, the European Humanitarian Forum, and OECD learning events promotes practical and inclusive efforts that advance localisation and highlight the role of local actors from the Global South on a global stage.
Mobilising NEAR members for collective advocacy: We regularly convene spaces for dialogue and advocacy, uniting local leaders and aid sector decision-makers to discuss and advance localisation. Through open letters and statements, we spotlight critical issues, mobilise support, and advocate for urgent reforms within the sector. These communications are crucial for raising awareness and driving collective action alongside NEAR members.
