Pakistan Localisation Lab

Overview

Believing in collective actions for localization in Pakistan through innovation and creativity

Pakistan Localization Lab is the initiative of NEAR network which was launched in year 2023 to better operationalize the strategic plan (2024-2026) of NEAR network to strengthen localization by reviewing and analysing transformation and transition in global and regional aid system for the local organizations. The Pakistan localization lab consist of 25 local partners across the country who are present in 150 districts by executing the projects of more than 17 billion PKR and with overall reach to 21 million people in Pakistan. Since its inception the lab members are positioning on four work streams that includes movement building, building bridges, solutions and learning. The members are not only prioritizing these work streams but internalizing localization in their different programs and strategic plans.

“More than a Platform, the NEAR Localization Lab represents a strategic shift where community voices meet global platforms to shape a future in which aid is informed by the local knowledge, by the local actors and accountable to the communities it serves”.

Movement Building

Movement Building

Contextualizing and scaling the Localization Performance Measurement Framework (LPMF).

Pakistan Localization Lab is taking strong moves in right direction by working on several measures to better uplift and strengthens localization.

A baseline assessment for movement building was conducted to understand the current stage and readiness of the PLL movement. The findings categorized the PLL movement as a semi-matured movement, based on analysis across several core dimensions. These included the strength of internal systems and organizational structures, the level and quality of stakeholder engagement, and the clarity of objectives and overall strategic direction.

The assessment also reviewed progress in solutions discovery, the movement’s ability to identify and respond to emerging challenges, and the availability of financial resources to sustain its efforts. In addition, leadership capacity and cohesion were examined to gauge how effectively the movement is being guided and represented.

To maintain strong momentum, members are interacting regularly and collectively brainstorming ways to incubate and advance localization through joint actions. A key area of focus has been the contextualization and institutionalization of the Localization Performance Measurement Framework (LPMF), including its piloting with lab members and plans for scale-up across the wider network.

PLL members have contextualized the Localization Performance Measurement Framework (LPMF) and piloted its application by assessing their organizations across key components- Partnerships, Capacity, and Funding. This initial exercise has helped participating members understand their current positioning, strengths, and gaps within these priority areas. The remaining members will also undertake this measurement process to map their organizational standing against these components, enabling collective learning, evidence-based planning, and more targeted actions to strengthen localization outcomes.

Building Bridges

Building Bridges

Strong connections at local, provincial, national, regional and global levels.

Building bridges is another critical step forward in strengthening localization by forging strong connections and meaningful alliances with donors, INGOs, and stakeholders at local, provincial, national, regional, and global levels creating solid momentum for localization across the country. It entails more effective engagement with existing alliances by identifying and addressing the gaps and barriers that local organizations face in sustaining and advancing humanitarian and development efforts.

The strategy focuses on nurturing both collective and bilateral relationships with key stakeholders through in-person and multi-stakeholder engagements, including dialogues, conferences, and workshops.

Solutions

Solutions

Co-creating financial and non-financial solutions to transform localization.

The significant step of the lab is where the members are co-creating various solutions both in financial and non-financial to transform the localization in many ways. The key actions include harmonizing the due diligence process in the country, as NGOs often face challenges due to varying compliance requirements and repetitive assessments by different donors and partners. Streamlining these processes would reduce administrative burdens and enable more efficient program delivery.

In line with the Humanitarian Reset, PLL and NHN members are exploring opportunities to establish a joint coordination mechanism with Pakistan Humanitarian Forum (PHF) at district level. This joint coordination mechanism would enhance local and national organizations to take lead in their respective districts. The no. of vulnerable districts is 46 as per Disaster management Authority (NDMA)- Pakistan.

Learning

Learning

Document, record and communicate lab work with relevant stakeholders.

The significant work stream is to document, record and communicate more effectively the lab work with relevant stakeholders. PLL members are focusing on the various ways to share and disseminate the learning on various forums. This includes to coming up with various publications, blogs, Newsletter and reports and engagement through various means of communication whether electronic, print and digital. The work stream is not only focusing on communicating more effectively but reflecting back on the ongoing work to come up with more better planning and actions to take forward localization in the country.
