Philippine Localisation Lab
Overview
The establishment of the Philippine Localisation Lab (Phil Lab) in 2024 marks a timely and powerful response to the urgent call to decolonise aid and advance Community-Led Action and Locally-Led Development. It embodies the collective will of the people—represented by their organizations—to reclaim agency, take power into their own hands, and lead humanitarian and development initiatives at the national level.
At its core, the Lab is driven by dedicated leaders and champions of civil society from diverse sectors across the country. Their mission is to dismantle outdated systems, pioneer new and emergent models, and ensure that aid and development are truly rooted in local realities. By centering the voices of affected communities, they measure what matters most to the people they serve, setting a bold standard for transformative, locally owned change.

Learning
Learning
The Lab captures learning rooted in what matters most to the key actors and stakeholders driving locally led development. These insights—fresh experiences, lessons, and breakthroughs—are transformed into narratives, essays, blogs, and vlogs that amplify voices, inspire action, and shape the future of development.
The CDP Foundation, as the lead convener of the Lab, transforms insights – particularly the narratives of partner-communities – into articles that document the journey of community-led actions and innovations, as well as the spirit of generous giving deeply rooted in the culture and practices of Filipino grassroots organizations.
